The Madrid attacks have cast a long shadow over the EU

Terror fight sets agenda for EU

European leaders are in Brussels for an EU summit now dominated by finding ways to tackle terrorism.

The leaders are discussing a package of counter-terrorism measures agreed after the Madrid train bombings.


These steps include monitoring data from mobile phone calls, a single EU-wide arrest warrant, and the naming of an anti-terrorism coordinator.

The summit will also seek ways of restarting talks on a constitution for the EU that in May grows to 25 members.
