EU Election Observation Mission to Mozambique Local Elections on 19 November 2003 (EC Funding euros 936,647)

The European Commission decided today to fund the deployment of an EU Election Observation Mission (EOM) for the local elections in Mozambique scheduled for 19 November 2003, and possible second rounds. The 2003 local elections are an important test for Mozambique's democracy, ahead of general elections next year. Mr. José María Mendiluce Pereiro, Member of the European Parliament and Member of the ACP-EU Joint Parliamentary Assembly, will lead the EU EOM.
The deployment of the EU EOM follows an invitation from the National Election Commission of Mozambique and is a concrete expression of the EU's effort to foster local democratic institutions and political stability. The decision to deploy an EU EOM to Mozambique also testifies to the European Union's long-term commitment to the democratisation process since the 1992 Rome Peace Accords. The purpose of the EU EOM in Mozambique is to increase transparency and confidence in the election process through the presence and reporting of international observers. The European Commission also hopes that the EU EOM can help defuse the potential for tension and deter malpractice.
The funding decision represents a commitment of € 936,647 from the European Commission's European Initiative for Democracy and Human Rights, which also supports with € 720,000 a civic and voter education programme of NGOs for the 2003/2004 election cycle. € 4,4 million from the European Development Fund will contribute to the preparation of the local elections.
Mr. José María Mendiluce Pereiro, Member of the European Parliament and Member of the ACP-EU Joint Parliamentary Assembly will be the EU Chief Observer for this mission and is scheduled to arrive in Mozambique on 22 October 2003. In total, the EU EOM will deploy more than 55 observers, composed of a core team of experts based in Maputo, 14 Long-Term Observers to be deployed throughout the country to follow pre-electoral preparations, campaigning, voting day and the post-election period, and 20 Short-Term Observers arriving closer to election day. The Core Team comprises: a Chief Observer, a Deputy Chief Observer, an Election Analyst, a Media Expert, an Operation/Security Expert, a LTO Co-ordinator and a Data Base Analyst/Statistics Expert. The EOM will be reinforced by some 14 locally recruited Short-Term observers from diplomatic representations of EU member states.
The EU EOM will assess the whole election process, including the legal framework, the political environment and campaign, electoral preparations, voting and counting as well as the post-election period. The EU EOM will issue a preliminary statement shortly after election day, and later a final report detailing the findings of the mission and offering recommendations for possible improvement.
